Functional Project Manager

Duties & Responsibilities:

 

  • Providing day-to-day management of the critical project elements of DORM, including fostering partnerships with representatives from different state agencies, technical partners, and research partners. 

  • Leading the development of a legal governance framework to monitor project milestones.  

  • Communicating project status to different stakeholders. 

  • Developing and maintaining a detailed project plan that outlines critical steps and responsible partners.  

  • Assisting in coordinating and developing data use agreements to facilitate data sharing. 

  • Convening diverse partners to develop research questions and determine study design.  

  • Communicating critical tasks to project partners and leadership.  

  • Coordinating the collection of multiple data analyses to inform an annual report. 

  • Work closely with IT Director(s) to understand IT development and project scope 

  • Manage different aspects of on-going IT projects/development within the larger MD THINK enterprise.  

  • Ensure development is delivered on-time and on-budget while following Agile SAFe Best Practices  

 

Basic Qualifications:

  • Prior government work experience in Opioid related tracking and Overdose Risk Mitigation experience is desired 

  • At least eight (8) years of experience in project management. 

  • At least five (5) years of experience in managing IT related projects and must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget. 

  • At least 3 years of experience with data warehouse related project life cycle and release management. 

  • Technical background and experience in Java and cloud-based web application development projects is preferred.  

 

Education:

 

  • A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.  

  • Project Management Professional (PMP) and/or ITIL certification is preferred
